I put up my first game server (JK2) when one of my favorite servers was shut down and out of frustration at immature admins making up rules inconsistently, silly mods, and people not understanding how to set a game up.

There are thousands of COD4 servers however I have only found one with the game set up the way I like it and I can't always play on there because the admins are immature and disruptive to the game.
